Statement by the leading trade associations for the cosmetics and personal care products industry in the United States, Canada and Mexico on the US, Mexico, Canada Agreement
Washington, D.C. – The United States Personal Care Products Council (PCPC), Cosmetics Alliance Canada (CA), and the Mexican Cámara Nacional de la Industria de Productos Cosmeticos y la Asociación Nacional de la Industria del Cuidado Personal y del Hogar (CANIPEC), representing our member companies, congratulate all three Governments and their respective trade negotiators on reaching a tri-lateral agreement to modernize NAFTA (now USMCA).
We believe USMCA will provide our industry with further opportunities to grow regionally and will contribute to our industry’s competitiveness around the world. In particular, we are optimistic about the high standard Cosmetics Annex to the USMCA, which commits all three countries to good regulatory practices for our sector. The US-Canada Appendix to the Annex uniquely recognizes the importance of regulatory alignment for OTC-like products and will have a significant commercial benefit for our member companies.
For more than 25 years, NAFTA has allowed our industry to become exceptionally efficient, innovative and competitive from an integrated North American base. Having the benefits of a tariff-free North American base has enabled our manufacturers to become highly integrated in supply, manufacturing and distribution channels, and to support many thousands of good paying jobs.
We look forward to supporting the ratification of the USMCA in our respective legislatures, and to working with our regulators and trade officials to pursue the promised further regulatory alignment of ingredient nomenclature and other labeling requirements.

CANIPEC – A Mexican Industry representation organization formed by the National Chamber of the Cosmetic Products Industry and by the National Association of the Personal and Home Care Products Industry AC – and represents producers, distributors, manufacturers, suppliers of raw materials and exporters of this sector covering approximately 80% of the formal Mexican market that generates more than 180 thousand direct and indirect jobs. In 2017, it reported exports are 3,428 MDD in personal care products and a market value of 9,448 MDD.
